The Challenge

WaterAid is a global non-governmental organisation with a mission to ensure that everyone everywhere has access to safe and sustainable water, sanitation and hygiene. Founded in 1981 in the UK, the organisation has grown organically into a global federation, containing seven members and operating in 30 countries. ​

WaterAid’s people and OD capability has grown organically to serve needs across the federation, but without a defined approach to managing one People function consitently. The function needed to be structured to best support all WaterAiders, navigating power dynamics across the federation and ensuring every part of the federation receives the People service most relevant to their unique requirements and needs.​

Q5 initially supported the development of a target operating model and high-level organisation design. We then returned to support with the detailed design of the function’s Global and UK-based teams, as well as creating a business case for the overall model.

Our Approach

Over the course of ten weeks we worked with WaterAid colleagues to:​

  • Conduct a comprehensive review of the current state of the function, including the use of Q5’s ActivityQ tool to analyse the activity of 83 staff​
  • Develop the People Function’s vision and target operating model, working closely with a design team representing People experts across the federation​
  • Design the detailed Global and UK teams within the new model, bringing to life the service to be provided to all members through a global capability​
  • Create the overarching business case for the target operating model and the new global team to be created within it

Over the course of a further three weeks, we worked focused on 3 areas:​

  • Detailed Global Team Design: This was done over the course of two full-day workshops with the People Leadership team, defining the activities to be delivered by the Global team for the federation and identifying the roles necessary to deliver these​
  • Detailed UK Team Design: This team had previously delivered a hybrid of UK-focused and Global/federation-wide activity, so the future team design clarified how the team would have a true UK focus in the future​
  • Business Case: The business case covered the target operating model and Global Team design. This was used by the Executive Director, People to gain sign off on the model from the federation’s Global Executive Committee

Key Outcomes

  • Organisation effectiveness heatmap summarising the current state of the People Function ​
  • People Function target operating model, including detail on the role of the core “global” and “local” components within it​
  • Comprehensive business case, detailing the benefits of the new model and outlining the estimated cost efficiencies anticipated from it. This business case was taken to the federation’s Global Executive Committee for sign off on the recommended changes​
  • Detailed design of the global and UK teams, including role profiles for all roles in the newly formed global team​
  • Defined Global team scope, outlining the “compulsory” global activities that all federation members must buy in to, as well as the “optional” global services that could be provided​
  • Global team structure and role profiles for all roles within the team​
  • UK team structure and articulation of key changes required to transition to a truly “UK focused” team​
  • Detailed business case articulating the core benefits of the target operating model and how this model could deliver cost efficiencies as well as broader operating improvements for the People Function
