Ala El-Gabaoury

Ala El-Gabaoury is a senior consultant with experience supporting major government institutions across Saudi Arabia and the wider region to design strategic policy programmes and deliver national reform initiatives. She also works with quasi-public and private-sector organisations, helping leadership teams navigate complex challenges and translate policy and strategy into effective delivery.

She brings a strong regional track record and is trusted by senior leaders for her rigorous analytical capability and structured problem-solving approach. Ala is known for addressing challenges through multiple lense, designing practical, context-aware solutions that remove critical bottlenecks and are built for successful implementation within Saudi operating environments.

Most recently, Ala worked with a national energy company on an organisational effectiveness review, where she led the development of a succession planning framework to identify critical roles and mitigate long-term workforce and leadership risks. Prior to this, she was embedded within the Strategic Management Office at Health Holding Company, where she supported the development of the strategic portfolio master plan, strengthened the strategic governance architecture, and led the national strategy cascading exercise between HHC headquarters and the Kingdom’s 20 health clusters.

Before joining Q5 Partners, Ala worked at FMA, advising central government institutions across the GCC on programme delivery, strategic programme design, and policy development, with a focus on fiscal policy and innovation incentivisation.

Ala holds a Master’s degree from the London School of Economics in Local Economic Development and a Bachelor’s degree in International Relations from Queen Mary University of London.
