Joe Fogg is a Riyadh-based management consultant with over three years’ experience delivering large-scale transformation across Saudi Arabia and the wider Middle East, complemented by a strong track record in the UK and Europe. He specialises in programme leadership, PMO, change management, operating model design, and strategy execution in complex, multi-stakeholder environments.
Most recently, Joe served as a workstream lead for Health Holding Company, playing a central role in shaping Saudi Arabia’s new Accountable Care Organization (ACO) model. Working closely with ministries, regulators, and hospital clusters, he helped design national operating frameworks and implementation plans aligned to system-level healthcare reform, while ensuring practical feasibility for frontline delivery. He also supported the national rollout, including cluster readiness planning and senior leadership engagement.
Previously, Joe was lead PMO for ACWA Power’s enterprise-wide workforce planning transformation. He designed a scalable workforce forecasting model, performance dashboards, and end-to-end processes to support rapid regional growth across the Middle East, Africa, and Southeast Asia. In parallel, he led the change management for ACWA Power’s new regional operating model, coordinating a complex, cross-functional programme that was shortlisted for CIPD Middle East’s Change Initiative of the Year (2025).
Beyond Saudi Arabia, Joe has delivered national value-chain and employment strategy work for government entities in Oman, and led organisation design and transformation programmes across the UK and Europe.
Joe is recognised for disciplined programme delivery, strong stakeholder management, and the ability to translate complex analysis into clear, implementable operating models at pace. He is a trusted advisor to senior leaders across government and major corporates, supporting transformation from design through to execution.
